‘A way to reduce social tension amid war’: Authorities relax curfew in Kyiv by an hour
Kyiv: In a bid to boost business and recover a faltering economy in the Ukrainian capital of Kyiv, authorities have decided to relax the wartime curfew by an hour.
Ever since Russia launched its “special military operation” in Ukraine, Kyiv’s normal way of life went for a toss. Residents across Kyiv and other cities of the war-torn country have been subjected to curfews for security concerns.
As per the law, people wandering about beyond the curfew have to face questioning, fines and even conscription by the police and soldiers patrolling in different areas.
The new order will reduce the curfew period by an hour. Serhiy Popko, head of Kyiv city administration said that the new curfew will begin at 12 am instead of 11 pm which would in turn increase the operational hours of public transport. Popko said that reducing curfew hours “should help reduce social tension, increase production, create new jobs.”
Life under curfew
Even under curfew, revelers did not miss an opportunity to party. According to New York Times, hip-hop parties, happy hours and raves continued in full swing in some abandoned buildings in Kyiv.
However, owing to the strict nighttime curfew, bars and restaurants were ordered to pour the last drinks at 9 pm, giving enough time for employees to travel back home before 11 pm.
By 10 pm streets of Kyiv would fill with partygoers trying to head back home. Clubs in the capital city started their weekend events at 5 pm on Fridays and 11 am on Saturdays and Sundays. The proceeds from these weekend specials are usually donated to the army.
Every city has a different curfew period. The logic behind differing curfew hours is that whichever city is closer to the fighting would have an earlier curfew, according to The Guardian.
Ukraine’s economy
The economy of Ukraine shrank by more than 30 per cent in 2022 as Russia’s offensive led to a loss of businesses, destroyed infrastructure and severely disrupted daily life.
Economy Minister Yulia Svyrydenko said, “During 2022, Ukraine’s economy suffered the largest losses and damage in the history of its independence.”
“The successes of the Ukrainian defense forces on the battlefield, the coordinated work of the government and business, the indomitable spirit of the population, the speed of restoration of destroyed/damaged critical infrastructure by domestic services, as well as systematic financial support from international partners allowed us to hold the economic front and continue to move towards victory,” Svyrydenko added.
An assessment by World Bank estimated a cost of $349 billion for reconstruction and recovery in Ukraine. However, the ongoing war might have raised the cost since then.

Pakistan: Protest at Torkham border ends after negotiations with tribals
Khyber (Pakistan): Vehicular traffic to and from Torkham was restored after remaining closed for several hours owing to a protest by the Khugakhel tribesmen in the Landi Kotal region of Pakistan’s Khyber Pakhtunkhwa against the construction of a customs terminal at the border over their additional land without their formal consent, Dawn reported.
The agitated Khugakhel tribesmen agreed to open the road, which was closed at Torkham bypass in Landi Kotal after a group of their negotiating team held a series of talks with relevant officials.
Dawn reported that they managed to persuade the National Logistic Cell authorities to suspend work on the terminal till a solution was found to their objection to the acquisition of extra land without their consent.
Sources among the protesters, however, confided to Dawn that a ‘weak’ attendance at the protest camp on the bypass road forced Khugakhel elders to reopen the road.
They said that some of their elders were looking for a ‘face saving’ and wanted to end the protest in anticipation of a loss of interest by the ordinary tribesmen, who were already hit hard by rising prices of necessary daily use items and edibles.
Mufti Ejaz, the self-appointed head of the negotiating team, however, insisted that they would not step back from their genuine demands. He said that they would hold protests if the authorities concerned failed to honour their commitment to addressing their grievances.
Earlier in the day, hundreds of loaded vehicles were stopped on the road when Khugakhel tribesmen suddenly blocked the road. Many transporters said that they were not expecting the closure of the road as the tribesmen threatened only to stop work on the terminal.
The Khuga Khel tribe in the Landi Kotal region of Pakistan’s Khyber Pakhtunkhwa had threatened to stop the construction of a Customs terminal at the Torkham border if their reservations over excess land acquisition were not considered, Dawn reported earlier in the week.
Scores of Tribesmen held a protest at the Bacha Khan Chowk on Sunday and raised slogans against the National Logistic Cell (NLC) for allegedly occupying their collective land in excess of the land acquisition agreement they had reached with the Federal Board of Revenue, as per the news report.
The protesters alleged that hundreds of canals of land were unlawfully occupied by the National Logistic Cell (NLC) despite repeated protests.
They stressed that a proper legal procedure for land acquisition and due compensation for the owners should be followed, according to the Dawn report.

Pakistan’s foreign exchange reserves rise by $18m
Islamabad: Pakistan’s foreign exchange reserves held by the central bank rose by $18 million in the week ending on March 10, the State Bank of Pakistan (SBP) said on Thursday.
According to the handout issued by the SBP, its reserves stood at $4.319 billion while net foreign reserves held by commercial banks were $5.527bn.
Arif Habib Limited calculated that the reserves were sufficient to cover nearly a month of imports, the Down reported.
The central bank said total liquid foreign reserves held by the country stood at $9.846bn.
Pakistan is currently grappling with one of the country’s worst economic crisis amid dwindling foreign exchange reserves. That has raised fears that Pakistan could default, although Sharif insists it pulled the country from the brink of the default when it took over last year.
Sharif has blamed Prime Minister Imran Khan and his government for the economic malaise. Khan was ousted in a no-confidence in Parliament in April, and has since been campaigning for early elections.

'No compromise' on Pakistan's nuclear programme for unlocking IMF deal: Ishaq Dar
Islamabad: Even after the country is facing a shortage of essential food items to feed its people amid a crumbling economy, Finance Minister Ishaq Dar on Thursday asserted there would be “no compromise” on the country’s nuclear and missile programmes.
Responding to questions raised by PPP Senator Raza Rabbani during a Senate session, Dar said “Let me assure you that […] nobody is going to compromise anything on the nuclear or the missile program of Pakistan — no way.”
Senator Rabbani had raised some questions on the reasons behind the delay in the agreement with the International Monetary Fund (IMF), which would offer a critical lifeline to tame a balance-of-payments crisis, Down reported.
The PPP leader lamented that the Senate had “neither before nor today been taken into confidence on what are the conditionalities of the IMF”.
The PML-N leader asserted that the program “should have been over by 2022. The law amendments were passed by “this very parliament, after which the monetary policy has become too independent, in my opinion, he said.
The incumbent government did not enter into the ongoing agreement with the IMF and noted that it was the Pakistan Tehreek-e-Insaf (PTI)-led administration that had entered into the programme in 2019, Dar was quoted by Geo news as saying.
“This programme should have been completed in 2022,” he said, castigating the PTI regime for succumbing to IMF demands including the autonomy of the State Bank of Pakistan.
He said that previously, there were reviews that were completed, but now, it seems that every review has become a “new programme, which is very uncustomary with the IMF”.
On March 9, Dar had blamed the delay on the previous government, whose “failure to meet commitments” created a trust deficit that had continued to bite.
However, he had once again assured the nation that the country was “very close” to signing the agreement, which would release $1.1 billion that is part of a $6.5bn bailout package the IMF approved in 2019.
The government on Wednesday hiked the prices again of all petroleum products by up to Rs 13 per litre for the next fortnight. This was the third hike ever since the talks with IMF resumed. With this latest hike, diesel prices made a new record, reaching Rs 293 per litre.

Belarus orders mental healthcare professionals to snitch on ‘pro-Ukrainian’ patients
Minsk: Therapists and psychiatrists in Russia’s ally country Belarus have been reportedly told to snitch on patients who are opposed to the Russian invasion of Ukraine.
A group of exiled Belarusian volunteer healthcare workers called ‘White Robes’ said that they have received reports of the arrests of dozens of psychologists and psychiatrists across the country.
According to Telegraph, at least 20 mental health care professionals have been detained mostly in the capital city of Minsk.
A spokesperson of the group said, “Some of them have been released after questioning, some of them not.”
The detained psychologists and therapists were questioned about their political views and were forced to give information about pro-Ukrainian clients by breaching client-doctor confidentiality.
An unnamed woman said that her relative, a psychologist, was detained at her home by Belarusian KGB officers and that she went incommunicado until she surfaced this week.
Belarusian crackdown
Belarus has intensified its crackdown on people supporting Ukraine ever since Russia launched an invasion of the country.
Viasna, one of the country’s oldest rights groups, said dissidents have been arrested in mass in Minsk as well as other parts of the country.
Pavel Sapelka, the group’s spokesperson, told The Associated Press that security forces in the country are “sweeping raids and searches” on people who are suspected of a recent attack on a Russian warplane stationed near the Belarusian capital.
“Every act of resisting Lukashenko’s regime triggers a new wave of harsh repression in Belarus,” said Sapelka.
Pavel added, “Detentions, raids, torture behind bars continue in Belarus, political prisoners face pressure, and independent media content is being labelled an extremist.”
Russia-Belarus relationship
Before gaining independence in 1991, Belarus was a part of the then-Soviet Union before it collapsed.
Belarus and Russia have continued to maintain strong economic and political relations ever since.
The country serves as an important strategic location for Russia sharing nearly 700 miles of border with Ukraine. Also, Ukraine’s capital Kyiv is closer to Belarus than it is to Russia.
It was from this shared border that Russian forces invaded Ukraine on 24 February 2022.

Lawyer representing Mahsa Amini charged with ‘propaganda against state’
Tehran: Mohammad Saleh Nikbakht, the lawyer representing the case of Mahsa Amini – the 22-year-old woman who died in police custody in Iran – has been charged with “propaganda against the state” by a revolutionary court.
Nikbakht was summoned to the Revolutionary Prosecutor’s Office in Tehran’s Evin Prison after the lawyer interviewed journalists abroad.
The lawyer was, however, later released on bail until the next court hearing, as per Kurdistan Human Rights Network (KHRN).
Sources told KHRN that Nikbakht, who has a track record of representing dissidents of the regime, was accused of conducting interviews for the purpose of his ongoing cases, including that of Mahsa Amini.
Amini’s death sparked nationwide protests, with women denouncing the country’s harsh mandate of hijab and speaking out against the regime.
Investigator urge family to blame medical staff for death
In January, Nikbakht revealed in an interview that the primary investigator appointed in Mahsa Amini’s death case pressurised her family to blame her demise on the medical staff.
He said, “Incomplete investigations have been carried out without [the family’s] presence or participation as the complainant.”
“In less than two hours, 95 percent of the vital signs of this young woman were lost, and Mahsa was taken to the hospital like a dead person,” the lawyer added.
Nikbakht added that the judiciary failed to hand over the full investigation report or the documents from the hospital to the family.

US Senate advances Biden's nomination of Eric Garcetti as ambassador to India
Washington: The US Senate on Wednesday advanced President Joe Biden’s nomination of former Los Angeles Mayor Eric Garcetti to become the country’s ambassador to India.
The chamber cleared a key hurdle to further pave the way for a final confirmation vote later Wednesday. Senators voted 52 to 42 to break a filibuster on the appointment of Garcetti.
Seven GOP (Grand Old Party) senators supported Garcetti’s nomination while three Democrats voted against it, according to Politico.

The United States has not had an ambassador to New Delhi, an important post as Washington looks to India as an essential partner in its effort to push back against China’s expanding power and influence, since January 2021.
Last week, the Senate Foreign Relations Committee, at its business meeting, had voted 13-8 in favour of his nomination.
Kenneth Juster, the last occupant of the ambassadorial residence of the US in New Delhi, stepped down in January 2021 after the change of government in America.
Ahead of the crucial confirmation vote, Mukesh Aghi, president, US India Strategic and Partnership Forum (USISPF) hoped that India would finally have an ambassador.
“We are hopeful that this week or by next week, the Senate will confirm Mayor Garcetti to be the next ambassador to India,” Aghi told PTI in an interview. Responding to a question on the unusual delay of confirmation, Aghi said it is an aberration where local politics have an impact on international relationships.
“But despite not having an ambassador, what we are seeing is a strong momentum between the Biden administration and the Narendra Modi government itself,” he said.
“If you look at (US National Security Advisor) Jake Sullivan talks to (his Indian counterpart) (Ajit) Doval on a weekly basis. We have Secretary (of State) Antony Blinken talking to External Affairs Minister S Jaishankar on a regular basis. So, they have been able to bridge that gap,” Aghi noted.

‘Shouldn’t have said that’: Joe Biden accidentally reveals Jimmy Carter’s health status
California: US President accidentally revealed a piece of unknown information about former President Jimmy Carter’s health during a speech at a Democratic fundraising event in California.
Quickly realising that he was not supposed to share that detail with anyone, he said “I shouldn’t have said that.”
“He asked me to do his eulogy – excuse me I shouldn’t say that,” the 80-year-old president remarked.
He added, “I spent time with Jimmy Carter and it’s finally caught up with him. But they found a way to keep him going for a lot longer than they anticipated because they found a breakthrough.”
Jimmy Carter has been in hospice care since 19 February this year. Biden made the comments at the end of his speech in front of some 40 guests at a Democratic National Committee fundraiser in Rancho Santa Fe, California, referring to the 98-year-old former president’s long battle with cancer, as per The Hill.
Biden’s speech was not recorded as video shooting was not allowed at the event.
Carter’s hospice care
The 39th US president Jimmy Carter was diagnosed with cancer in 2015 following which he underwent surgery to remove a mass from his liver.
In the same year, he was told by doctors that they had found “four very small spots” of melanoma on his brain.
After several months of treatment, doctors treating Carter declared that he was officially cancer free.
The Carter Centre announced last month that after a series of “short hospital stays”, the longest-living US president decided not to receive any “additional medical care” and announced that he will undergo in-house hospice care in Georgia.
“He has the full support of his family and his medical team. The Carter family asks for privacy during this time and is grateful for the concern shown by his many admirers,” the Carter Centre said in a statement.

Imran Khan tweets a video message. Says he may be killed or jailed as scuffle breaks out between police, his suppoters
Lahore: Pakistani police scuffled with supporters of former Prime Minister Imran Khan on Tuesday as law enforcement personnel sought to arrest him to ensure his appearance in court to face charges of misusing his office to sell state gifts.
Pakistan’s ousted prime minister Imran Khan Tuesday asked his supporters to stand up for their rights and continue the struggle even if he is killed or arrested, hours after clashes erupted between the police and his party workers who gathered outside his residence here to foil his arrest in the Toshakhana case.

Police fired tear gas and used water cannons to disperse Khan’s supporters, who reportedly hurled stones at policemen, resulting in injuries. In the video message, Khan urged his supporters to come out for real freedom as police arrived to arrest him. “They think that after my arrest, the nation will fall asleep. You have to prove them wrong,” 70-year-old Khan said in the video.
“God has given me everything, and I am fighting this battle for you. I have been fighting this battle all my life, and I will continue to do so,” he said.
“If something happens to me and I am sent to jail or if I am killed, you have to prove that you will struggle without Imran Khan and not accept the slavery of these thieves and of the one person who has been making decisions for the country,” he said.
Khan, who was ousted in a no-confidence vote in Parliament last April, was ordered to appear before a judge in Islamabad on Friday to answer charges of illegally selling state gifts he had received during his term as premier and concealing his assets.
The former premier has avoided appearances before the court since November when he was wounded in a gun attack at a protest rally in the eastern Punjab province, claiming he was not medically fit to travel from Lahore to Islamabad to face indictment.
A senior police officer of Islamabad police said that his team has come here to arrest the Pakistan Tehreek-e-Insaf (PTI) chairman in the Toshakhana case.
Khan has been in the crosshairs for buying gifts, including an expensive Graff wristwatch he had received as the premier at a discounted price from the state depository called Toshakhana and selling them for profit.
TV footage showed police slowly approaching the Zaman Park residence of Khan behind an armoured vehicle that was dispersing his supporters with a water cannon.
Khan’s supporters, who had covered their faces with pieces of cloth, pelted stones at policemen.

According to reports, Islamabad Deputy Inspector General (Operations) Shahzad Bukhari, who was leading the police team, was injured. He was seen walking with the help of two officials. Both Khan’s supporters and policemen were injured in the clashes.
PTI leader Shireen Mazari shared a video in which tear gas could be seen entering Khan’s residence.
“They’re shelling Imran Khan’s house too, a leader who requested everyone to stay peaceful and patient. Democracy seems to be suspended in the country, no?” the official Twitter handle of the party tweeted.
Meanwhile, the party’s deputy leader Shah Mahmood Qureshi said that the PTI leadership is ready to find out a “possible way out” to avert bloodshed.
“Show me the warrant. I will first read and understand it. Then, I will speak to Imran Khan and my lawyers,” he told the police.
Khan’s party moved the Islamabad High Court against the arrest warrants issued in the Toshakhana case.

Islamabad High Court Chief Justice Aamer Farooq fixed the hearing for Wednesday while rejecting the party’s request to conduct the hearing today.
The plea has been fixed for hearing tomorrow (March 15) despite the objections raised by the registrar’s office, Khan’s lawyer Ali Bukhari said.
Interior Minister Rana Sanaullah, however, said that officials would arrest Khan in accordance with the court’s directives and produce him in court.
The official Twitter handle of the party earlier urged supporters and workers to gather outside the residence and ‘remain peaceful’.
A large number of PTI workers equipped with clubs and sticks were present outside Khan’s residence to resist the police action.
The police blocked all roads leading to the house of the PTI chairman by placing containers and riot personnel took positions to launch the operation.
Senior PTI leader Farukh Habib told reporters that come what may Imran Khan would not surrender to police in fake cases. “The arrest warrants in the case related to threatening a female judge were today suspended by the Islamabad High Court. Let’s see what new warrants police have brought with them now,” Habib said.
One activist of Khan’s party was killed on Wednesday during a crackdown on his supporters who gathered outside his residence in Lahore, defying a government ban on rallies in the city.
On Monday, the Lahore police had booked Khan in a case related to the killing of the PTI worker – Ali Bilal alias Zille Shah – in a road accident.
Earlier, the Lahore police had registered an FIR against Khan and 400 others for the murder of Shah. “The new FIR has been registered against Imran Khan, Fawad Chaudhry, Dr Yasmin Rashid and a number of other PTI men for abetment to murder, concealing facts and evidence related to the death of Zille Shah,” a senior police officer told PTI.
He said the police may arrest Khan and others nominated in the FIR after direction from the “top”. The PTI had accused the police of murder of Shah after inflicting brutal torture on March 8.
This is the 81th FIR against Khan since the PML-N led federal coalition came into power 11 months ago after toppling his government through a no-confidence motion.
Khan Monday led a march of thousands of his supporters, a day after he called off his party’s election rally following a ban on public gatherings in Punjab’s provincial capital. The former cricketer-turned-politician’s supporters threw rose petals at a convoy carrying him to Data Darbar shrine.
Khan was ousted from power in April last year after losing a no-confidence vote, which he alleged was part of a US-led conspiracy targeting him because of his independent foreign policy decisions on Russia, China and Afghanistan.
Since his ouster, Khan has been clamouring for immediate elections to oust what he termed was an “imported government” led by prime minister Shehbaz Sharif.
Sharif has maintained that elections will be held later this year once the parliament completes its five-year tenure.

‘Avoid travelling to Mexico’: Texas officials warn Americans not to cross border as its ‘too dangerous’
Texas: American citizens have been advised not to travel to Mexico for spring break in the wake of the increased threat posed by drug cartels.
The Texas Department of Public Safety has warned that violence incited by drug cartels poses a significant threat to public safety.
The advisory comes a week after four Americans were kidnapped shortly after crossing the Mexican border.
“We have a duty to inform the public about safety, travel risks and threats,” said DPS Director Steven McCraw.
He said, “Based on the volatile nature of cartel activity and the violence we are seeing there; we are urging individuals to avoid travel to Mexico at this time.”
Citizens who still decide to go to Mexico for spring break are encouraged to register their names with an embassy or consulate before they travel, the department added.
“DPS understands many people do travel to Mexico without incident, but the serious risks cannot be ignored,” the agency said in a statement.
It advised people to “carefully research any planned trips” and consider cancelling or postponing any upcoming trips to the country.
The case of missing Americans in Mexico
According to a report by Washington Post, currently, 550 Americans have gone missing in Mexico while over 112,000 Mexican nationals have reportedly disappeared from the country with no explanation.
More recently, three women from Texas went missing in Mexico after they crossed the border last month to sell clothes at a flea market.
The case of these women was brought to the fore after videos of the abduction of four Americans went viral on social media.
The whereabouts of the three women, two sisters and a friend, still remain a mystery with the Federal Bureau of Investigation (FBI) saying that they are “aware” that they have gone missing.
Mexican authorities have been accused of their inability to track down foreign nationals in the country.
As per CNN, a report commissioned by the Mexican government blamed its own military and police for the disappearance of 43 students in 2014.
State Department’s travel advisory
The Texas State Department, in its most recent travel advisory, has listed six Mexican states under the “Do Not Travel” category. These states are – Colima, Guerrero, Michoacan, Sinaloa, Tamaulipas, and Zacatecas.
Meanwhile, 17 states, including Mexico City, have been listed under the “Exercise Increased Caution while Travelling” category due to crime and kidnapping cases.
The advisory also encourages people who decide to travel to the country to “Keep traveling companions and family back home informed of your travel plans. If separating from your travel group, send a friend your GPS location. If taking a taxi alone, take a photo of the taxi number and/or license plate and text it to a friend.”
It advises people not to display signs of wealth like expensive watches and jewellery.
Mexican president says country safer than US
President Andrés Manuel López Obrador claims that Mexico is safer than US. He said that reports of violence in Mexico are a result of a conspiracy by conservative politicians and US media outlets to smear his administration.
He said, “Mexico is safer than the United States. There is no problem in traveling safely in Mexico.”

Visitors take lewd pictures with female character statues at Japan’s Ghibli Park, probe ordered
Visitors taking lewd and indecent selfies with character statues at Japan’s Ghibli theme park will now have to face punishment as authorities have vowed to take action against such people.
The recent crackdown comes after pictures of men pretending to sexually assault female character statues surfaced on Twitter in February.
Ghibli Park is an acclaimed theme park dedicated to the works of animation company Studio Ghibli which is behind the production of Academy Award-winning Spirited Away and My Neighbour Totoro. It is in Aichi prefecture of Japan.

Aichi Governor Hideaki Omura in a press conference asked Ghibli Park operators to immediately put an end to any improper behaviour by visitors.
He said, “It is extremely regrettable. We will take firm action because it (Ghibli Park) is located within the prefectural park.”
Talking about the pictures of young men at Ghibli Park that have now gone viral and have angered many, Omura said, “Ghibli Park is a place for adults and children to have fun while experiencing Ghibli films. I don’t want people who do things that many find offensive to come to the park.”
The photos show a man taking upskirt photos of a character called “Marnie” from the 2014 movie When Marnie Was There. Another picture showed a man groping Teru, a character from Tales From Earthsea.
Fans fume over indecent behaviour
Many have taken to Twitter to express their anger over the lewd pictures with female characters.
A user wrote, “This is Japan: At the newly opened Ghibli Park, men are taking inappropriate photos with the female character’s figurines. When asked for comments, the Ghibli Park stated that they will not be making any comments, nor be addressing this issue to the customers. Disgusting.”

Belgium bans TikTok from government phones after US, EU
Brussels: Following the move by Europe and the U.S., Belgium has banned TikTok from government phones over worries about cybersecurity, privacy and misinformation.
Belgian Prime Minister Alexander De Croo said on Friday that the Belgian national security council had warned of the risks associated with the large amounts of data collected by TikTok, which is owned by Chinese firm ByteDance, and the fact that the company is required to cooperate with Chinese intelligence services.
The Chinese-owned video-sharing app will be temporarily prohibited from devices owned or paid for by Belgium’s federal government for at least six months, according to a post on Alexander de Croo’s website.
TikTok didn’t respond immediately to a request for comment. Owned by China’s ByteDance, the company has long maintained that it does not share data with the Chinese government and that its data is not held in China.
TikTok unveiled new measures this week to ease concerns about protecting user data in Europe.
But the European Union’s three main institutions and Denmark’s defence ministry have already ordered employees to remove the app from devices used for official business. Similar bans have been imposed in Canada and the U.S.
The tussle over TikTok is part of a wider global rivalry between China and the U.S. and its Western allies over technological and economic supremacy.
De Croo said Belgium’s ban was based on warnings from the state security service and its cybersecurity centre, which said the app could harvest user data and tweak algorithms to manipulate its news feed and content.
They also warned that TikTok could be compelled to carry out spying for Beijing, he said, without being more specific.
“We are in a new geopolitical context where influence and surveillance between states have shifted to the digital world,” de Croo said in an online statement.
“We must not be naive: TikTok is a Chinese company that today is obliged to cooperate with the intelligence services. This is the reality. Prohibiting its use on federal service devices is common sense.”
The European Commission and the European Parliament last month banned TikTok from staff phones due to growing concerns about the company, and whether China’s government could harvest users’ data or advance its interests.

IS claims responsibility for Afghanistan attack that killed Taliban official
The Islamic State group claimed responsibility Thursday for a suicide attack that killed the Taliban governor of Afghanistan’s Balkh province.
An IS fighter waited for the governor outside his office and “rushed towards him, detonating his explosive belt,” the group said in a statement on its Amaq news agency.
The Taliban governor, known for fighting against Islamic State jihadists, was killed in a suicide attack at his office on Thursday, officials said.
The killing, a day after he met top government officials visiting from Kabul, makes Mohammad Dawood Muzammil one of the highest-ranking figures slain since the Taliban stormed back to power in 2021.
“Two people, including Mohammad Dawood Muzammil, the governor of Balkh, have been killed in an explosion this morning,” local police spokesman Asif Waziri told AFP, adding that the blast happened on the second floor of his office, in the provincial capital Mazar-i-Sharif.
The Taliban and IS share an austere Sunni Islamist ideology, but the latter are fighting to establish a global “caliphate” instead of the Taliban’s more inward-looking goal of ruling an independent Afghanistan.

Gen Z, millennials believe women’s rights have gone ‘too far’, reveals study
March is recognised as Women’s History Month, a month that highlights contributions made by women in history and contemporary society. Ironically, a study conducted this month shows that a majority of Generation Z (Gen Z) and millennials believe that women’s rights have gone “too far.”
Research conducted by Ipsos UK and the Global Institute for Women’s Leadership at King’s College London found that around 52 per cent of Gen Z and 53 per cent of millennials think that society has gone too far in promoting the rights of women.
Women’s rights have progressed so much that it is discriminating against men, they believe.
Meanwhile, 40 per cent of baby boomers and 46 per cent of Gen X think the same about women’s rights.
People who are born between 1965 and 1980 fall in the Gen X category, those born between 1981 and 1996 are millennials and following 1997 till 2012, people are considered Gen Z.
The survey was conducted as part of the International Women’s Day celebration and found that men are now increasingly afraid to promote women’s rights for fear of reprisals.
Since 2017, the share of men in Britain who are scared to speak out and advocate for women’s rights have doubled. The study, however, shows that the younger generation is more apprehensive than their predecessors.
The research also highlights that Britons are becoming more hostile to the idea of gender equality.
On the other hand, people in countries like Poland, Japan and Portugal are less likely than Britain to feel that the promotion of women’s rights has gone too far.
Ipsos UK recorded the responses of 22,508 adults aged 18-74 in the United States, Canada, Malaysia, South Africa, and Turkey, 20-74 in Thailand, 21-74 in Indonesia and Singapore.
A sliver of hope
On a positive note, the research also found that almost two in five (47 per cent) people in Britain believe that equality between men and women will be achieved within their lifetime, as opposed to 40 per cent in 2018.
“Our ongoing research into gender equality shows that we have made significant progress with nearly half of the people now agreeing equality will be achieved within their lifetime,” said Kelly Beaver MBE, the chief executive of Ipsos, UK and Ireland.
She added, “However, there are signs that the public are starting to push back on this progress to date, which is potentially worrying, but it may also be a sign that real change is happening in society and change can often make people uncomfortable and resistant.”

Séance gone wrong: 28 girls hospitalised with anxiety after playing with Ouija board in Colombia school
Bogotá: Nearly 30 girls were rushed to a hospital in Colombia after a session of the Ouija board game went wrong.
As many as 28 girls passed out with anxiety while using the séance set at Galeras Educational Institution, in the Colombian city of Pasto.
The young girls were hospitalised with signs of fainting and anxiety. “There were 28 possible cases of anxiety in school students,” said the head of the Galeras Educational Institution in Galeras, Hugo Torres.
“Given the reported cases, a series of comments were unleashed on the community that, rather than helping to resolve the situation, led to confusion and an adverse environment for our work,” Torres added.
The head also urged parents not to jump to conclusions before the medical evaluation results come out.
Parents call for action
Many parents have expressed their concerns about the usage of Ouija boards in class.
One such parent said, “I work here in a hospital kiosk and every day I see three or four children arrive after fainting.”
“Parents, you have to move, investigate what’s happening at school, because our children cannot continue in this situation. Our children always have a good breakfast and it cannot be said that what’s happening is due to lack of food,” the mother added.
Not the first case
This is not the first time young children had to be hospitalised for playing the Ouija board.
Last year in November, five teenagers were reportedly admitted to a hospital after they played with the Ouija board.
Teachers at the Agricultural Technical Institute in Hato have found at least 11 students aged between 13 to 17 passed out in the corridors of the complex.
All these teens were suffering from violent vomiting, abdominal pain and muscle spasm.

‘Financial regime is over’: Acute economic crisis forces people to commit suicide in Lebanon
Beirut: Acute economic crisis and the inability to feed families is driving people to commit suicide in Lebanon.
In the past week alone, four people have reportedly taken the extreme step as they were unable to cope with the country’s poor economic and social situation.
As per a report on Arab News, a retired warrant officer in the Internal Security Forces died of a heart attack in a bank as he couldn’t retrieve his savings.
The prevailing economic crisis in Lebanon has forced more than 80 per cent of its population to slip into poverty, according to a report by UN.
A Beirut-based research consultancy firm called Information International shows in a study that the registered number of suicide cases in the country has gone up significantly in recent years.
The average number of suicide-related deaths between 2013 to 2022 were 143, with the highest, 179, recorded in 2019.
Mohammed Ibrahim, an employee at Sidon Palace of Justice, was found dead earlier this week as he shot himself in his hometown of Wardaniyeh. He was also the nephew of financial prosecutor Judge Ali Ibrahim.
Hussein Al-Abed Mroueh, 40, was found dead in the town of Zararia in south Lebanon. His acquaintances said that Mroueh “had constant economic and financial problems and does not work in a specific field.”
In late February, a young man reportedly killed his wife and child before he committed suicide. He was unable to pay his debts.
Economic crisis forces families to skip meals
With social assistance programs virtually unavailable, around 82 per cent of Lebanese in the poorest areas survive without electricity with many families reducing their meals.
The World Bank has placed the economic crisis in Lebanon as one of the 10 worst economic crises in the world in 19th century.
The director of CARE Lebanon Country, a global confederation working to fight poverty, said, “The war in Ukraine and the rocketing fuel prices have also made things worse, even more so as the Lebanese have lived almost without government-produced electricity for the past two years and have had to rely on private generators for lighting. The increase in the price of fuel is also a problem for hospitals and motorists in a country where a public transport network is non-existent.”
‘Financial system is over’
Lebanon’s Economy Minister earlier this month admitted that his office can do little to curb the country’s falling financial situation.
Amin Salam said, “The financial regime is over. It’s done. Now we leave the currency to its fate.”
Salam said that his department had decided to order supermarkets to display rate-to-the-dollar at which goods are priced.
The measure has been introduced to guard the rampant price manipulation as the country’s national currency continues to plummet rapidly.
“It’s not ideal, nor is it what the nation should aspire to. But in the worst of circumstances, now at least this [measure] can protect citizens — even if just by 10 per cent,” said Salam.

Refusing to leave home, Turkey earthquake survivors live on streets beside ruined houses
Ankara: It has been a month since a devastating earthquake in Turkey left more than 50,000 people dead. But even after a month, many survivors have found accommodation on the streets owing to the threat that the dilapidated buildings pose.
At least 1.5 million people in Turkey are now homeless with no guarantee of finding a roof above their heads in the near future, according to BBC.
Turkish Disaster Agency Afad has reported that around two million people have already left the earthquake zone with some living elsewhere in the country with their friends and loved ones. Additionally, trains and flights have been made available for those who want to leave.
People living on streets
Meanwhile, some survivors refuse to leave their places of residence.
One such survivor is Songul Yucesoy who lives in the town of Samandag with her family. The Yucesoy family is now living on the street right beside the ruins of their home.
“This is very important for us. Whatever happens next – even if the house falls down – we will stay here. This is our home, our nest. Everything we have is here. We are not going to leave,” Songul told BBC.
The family is living in three tents just a few steps away from the rubble of what once used to be their home. They have carefully placed some of their furniture on the street and sleep and cook there.
Although there is no access to a bathroom, the family has tried to construct a wooden makeshift shed which they use as a toilet.
Hundreds still need adequate shelter
A United Nations official said on Monday that hundreds of thousands of people in Turkey still require adequate shelter and sanitation.
The official further said that only 10 per cent of an appeal of $1 billion to assist earthquake survivors has been funded till now.
Since the 6 February earthquake, about two million people have been housed in temporary shelters. Out of this, 1.5 million people have been settled in tents while another 46,000 have been moved to container houses, according to government figures.
“Given the number of people that have been relocated, given the number of people that have been injured and given the level of the devastation, we do have extensive humanitarian needs now,” Alvaro Rodriguez, the UN Resident Coordinator in Turkey, told The Associated Press.

Twitter down for thousands of users across world, company cites ‘unintended consequences’
Microblogging website Twitter was down for thousands of users on Monday, with many users complaining of broken links.
“Some parts of Twitter may not be working as expected right now,” the company’s tech support account said in a tweet, blaming the problem on “unintended consequences” from an update to the platform.
As per DownDetector, an outage tracking website, there have been more than 5,000 cases of people reporting issues with the social media platform. Around 1,093 Indian users reported issues till 10 pm.
People across the world have reported issues with accessing tweets by other users, with a message reading, “Your current API plan does not include access to this endpoint, please see https://developer.twitter.com/en/docs/twitter-api for more information,” popping up on their screens.
While some users have not been able to access accounts, others said pictures and videos on the platform were not loading for them.
Around 77 per cent of the problems were reported on the website and 15 per cent on the app.
According to Mirror, the issue was first reported at 4:30 pm on Monday.
‘Did Elon break all links on Twitter?’
Posting their grievances online, many netizens mocked owner Elon Musk for the technical snag.
One user said, “Links do not work on Twitter right now which is so strange because Elon Musk had that meeting about being super good at doing computer code and he had all kinds of arrows and flowcharts on white boards and everything.”
“Did Elon just break all links on Twitter…” asked another user.
Many demand Elon’s resignation
The recent technical snag left several users upset with many demanding his resignation.
“Apparently Elmo broke twitter again. Has anyone else noticed that this site has become a broken-down piece of trash since he took over?” a user asked.
Another said, “So when are we replacing Elon with a different CEO?”

At least 5 killed in fresh Azerbaijan-Armenia clash in Nagorno-Karabakh
An exchange of fire along the border between Armenia and Azerbaijan in the disputed Nagorno-Karabakh region in the Caucasus left at least five dead on Sunday, AFP quoted officials as saying.
The former Soviet nations have fought two wars that claimed thousands of lives for the control of Azerbaijan’s Armenian-populated enclave of Karabakh.
“A sabotage group of the Azerbaijani armed forces opened fire on the car of a Passport and Visa Department of the police… three police officers were killed,” authorities in the Armenian-controlled part of Karabakh said.
Azerbaijan’s defence ministry denied that version and said its forces were trying to stop vehicles carrying weapons when “Azerbaijani servicemen were fired at, as a result of the exchange of fire on both sides there are dead and wounded.”
Armenia’s foreign ministry said Azerbaijan’s version was “absurd” and resulted from a “provocation planned in advance and instructed by the top leadership”.

There has been a fragile truce between the neighbours since a 2020 war that left more than 6,500 dead and saw Armenia cede territories it had controlled for decades.
The part of Karabakh that still remains under Armenian control is guarded by Russian peacekeepers.
Nagorno-Karabakh blockade
Since mid-December, a group of self-styled Azerbaijani environmental activists has barred the only road linking Karabakh to Armenia, the Lachin corridor, to protest what they say is illegal mining.
Yerevan has accused Baku of creating a blockade there.
Following Sunday’s clashes Armenia said, “sending an international fact-finding team to the Lachin corridor and Nagorno-Karabakh is becoming a vital necessity”.
Azerbaijan’s ministry of defence said, “Today’s incident once again shows that Azerbaijan needs to create an appropriate checkpoint on the Lachin-Khankendi road.”

V-Dem denigrates India once again, ranks it 108th on Democracy Index
New Delhi: Deeply shocking though it maybe, India has now been ranked at the 108th spot globally for electoral democracy, way below countries such as Tanzania, Bolivia, Mexico, Singapore and even Nigeria, which comes in at a modest 91st slot by V-Dem Institute in its Democracy Report for 2023 released on Thursday.
Once again, India’s ranking apart from being abysmally low on the Liberal Democracy Index (LDI), has even achieved the dubious distinction of dipping from the 100th position in 2022 to 108th this year. The only other aspect which may make democratic and patriotic Indians feel better (albeit temporarily), is that neighbouring Pakistan has been ranked barely two steps lower at 110 despite being in the thick of a tumultuous economic crisis.
The George Soros funded V-Dem Institute in its latest report has claimed that the level of democracy enjoyed by the average global citizen in 2022 dipped to 1986 levels, a claim many would find difficult to believe given that there have been several dramatic geo-political changes all over the world in the 35 years following the mid-1980s.
The report called ‘Defiance in the Face of Autocratization’ goes on to say that the current wave of autocratization spans almost all regions of the world, but specifically in the Asia-Pacific, the level of democracy has taken a beating and nearly 3.5 billion people in these regions now reside in what it calls “electoral autocracies”. Needless to say, it cites India high among them.
“Closed autocracies with sizeable populations include China, Iran, Myanmar, and Vietnam. This regime type accounts for 28% of the world’s population, or 2.2 billion people. In the most populous region, Asia and the Pacific, almost nine out of ten individuals – or 89% – reside in autocracies and are denied some or all democratic rights and freedoms. This includes closed autocracies such as China and electoral autocracies like India. Only 11% live in liberal democracies like Japan and South Korea, or electoral democracies such as Indonesia, Mongolia and Nepal,” the report states.
Continuing with its anti-India rhetoric, the report has slammed one of the world’s largest democracies for descending into an electoral autocracy by curbing freedom of expression, indulging in government censorship of the media, and repression of civil society organisations. V-Dem claims that autocratization often occurs due to democratic weakening and cites countries like El Salvador and Hungary to justify India’s low ranking as a democracy in its report.
Emphasising that the global balance of economic power is shifting, the report highlights that elected autocracies, among which it counts India, are rapidly becoming more powerful economically, and their numbers are growing. On the flip side, democracies are gradually declining in their share of global economic wealth. If these trends continue, it says, autocracies will surpass democracies in economic power over the next few decades.
In India’s case, it cites the ruling right-wing Bharatiya Janata Party (BJP) with Prime Minister Narendra Modi at the helm responsible for curbs on religious freedom and diminishing democratic rights, but it does not take into account that people in India enjoy a significant amount of freedom and fundamental rights as compared to neighbouring Pakistan, Afghanistan and even China which is state-run and autocratic in the truest sense of the term.
Despite ranking India near the bottom on the LDI, the report has had to acknowledge the country’s economic growth trajectory and its significant contribution to the global supply chain. “The ongoing ‘third wave’ of autocratization is accelerating this trend in so far as countries turn from democracies to autocracies. India, that descended into electoral autocracy in recent years, has more than doubled its share of the global economy since 1992. It now accounts for 7.2% of global GDP, which corresponds to one-third of the share of GDP generated by all electoral autocracies,” V-Dem points out in its report.
V-Dem stands for Varieties of Democracy, and the Institution was created in 2014 by Professor Staffan I. Lindberg as an independent research organization. Among its tall claims, it promises to be a new way of thinking and assessing democracy. It provides a variety of studies that rate countries on a variety of topics.
