Sharif family 'paid a woman' to write book to defame him in 2018, claims Imran Khan

Islamabad: Ousted Pakistan prime minister Imran Khan has alleged that the Sharif family "paid a woman" — a veiled reference to his ex-wife Reham Khan — to write a book against him during the 2018 general elections, asserting that the "mafia" is once again attempting his character assassination and might release something after Eid, a media report said on Saturday.

Khan referred to the book in an indirect way for the first time since its publication in 2018 at a public gathering in Multan in Punjab province on Friday.

The ex-premier also spoke about his first wife Jemima Goldsmith and said the UK-born TV personality had to go through court cases and face allegations of being a member of the Jewish lobby from the Sharif mafia.

They are the people who paid a woman to write a book against me in the 2018 elections. They will once again go for my character assassination after Eid. For them I have a message I will fight against them as long as I am alive, he was quoted as saying by The Express Tribune newspaper.

The book titled Reham Khan' is a 2018 controversial memoir written by Reham, a famous Pakistani British journalist, filmmaker, and author.

Reham Khan later took to Twitter to reply to Imran Khan's accusation:

Khan also accused Prime Minister Shehbaz Sharif of ordering the most number of encounters during his tenure as the Punjab chief minister and vowed he would continue speaking against the mafias.

He said Sharifs ran a whole campaign against Jemima, painting her as part of the Jewish lobby.
Khan said Jemima was also booked in a bogus case pertaining to tiles and had to face courts for a year despite the fact that the forensic test had made it clear that the tiles were not antique, the report said.

Since his ouster as the prime minister, Khan has been seeking public support against the foreign conspiracy and for conducting fresh elections in the country.

During his speech, while urging the people to come out to support his narrative against what he calls imported government, Khan said that he would try to gather two million people in Islamabad to demand fresh elections in the country at the earliest.

To a charged crowd, he also vowed to further expose the Sharif family by issuing a White Paper on their corruption cases.

He alleged that the foreign powers had imposed corrupt rulers just because it was easier for them to control them.

Khan's Pakistan Tehreek-e-Insaf (PTI) party took out protest rallies across the country on 10 April, a day after he lost a vote of no-confidence. Since then, Khan has addressed attended rallies in several cities, including Karachi, Lahore and Peshawar.

Khan on Saturday announced a rough timeframe for his planned long march to Islamabad, issuing a call for the last week of May without mentioning the exact date, the Dawn reported.

This call is for all of Pakistan not just to the PTI," he said in a video message released by his party PTI.

"I want to give a message to all of Pakistan to start preparing from now. The start of our preparation will be chaand raat (eve of Eid) and I want to say specifically to the youth that you have to come out with flags and tell the whole world that the Pakistani nation is alive," he said.

Max Sheddon, the Moscow bureau chief of Financial Times, on the other hand shared a brief video of the same:

This appears to be the first, unconfirmed video of the Moskva, Russia’s now-sunken Black Sea flagship, after it was hit by Ukrainian missiles.

The three-second video clip shows the Moskva in the distance listing heavily on her port side. Smoke can be seen billowing out of the ship, with a section of the freeboard heavily damaged. Holes are also visible in other parts of the freeboard in one picture, suggesting the warship had taken in a substantial amount of water. It also appears all of the vessel's lifeboats had been deployed.

Why is this of interest

On 13 April Ukrainian officials said their forces hit the Moskva missile cruiser with missiles, while Russia acknowledged a fire aboard it but not an attack.

Maksym Marchenko, the governor of the Odesa region, said Ukraine struck the ship late Wednesday with two Neptune missiles and caused “serious damage.” Yuriy Sak, an adviser to Ukraine’s defense minister, later said he was unable to confirm its fate or if it even had been hit by Ukrainian forces.

The Moskva was about 100 to 104 kilometers due south of Odesa when the fire occurred, according to a senior US defense official who spoke on condition of anonymity to discuss internal US military assessments.

But in his nightly video address to the nation, President Volodymyr Zelenskyy alluded to the sinking as he told Ukrainians they should be proud of having survived 50 days under attack when the Russians “gave us a maximum of five.”

Listing the many ways Ukraine has defended against the invasion, he noted “those who showed that Russian warships can sail away, even if it’s to the bottom” of the sea. It was his only reference to the missile cruiser.

The Russian defence ministry on the other hand said the heavily damaged Moskva sank in a storm under tow after being gutted by fire. It previously said the blaze set off some of its weapons and forced the crew to evacuate. It denied there had been an attack by Ukraine on the ship, which would normally have about 500 sailors aboard.

The sinking of Moskva

The loss of the warship named for the Russian capital is a devastating symbolic defeat for Moscow.

The Moskva had the capacity to carry 16 long-range cruise missiles, and its removal reduces Russia’s firepower in the Black Sea. It's also a blow to Moscow's prestige in a war already widely seen as a historic blunder.

During the first days of the war, the Moskva was reportedly the ship that called on Ukrainian soldiers stationed on Snake Island in the Black Sea to surrender in a standoff. 

History

The warship was launched as the Slava from a shipyard in Mykolaiv in what was then the Soviet republic of Ukraine in July 1979, according to open-source intelligence firm Janes. Commissioned in late December 1982, it was 611.5 feet (186 meters) long. It was designed to carry a crew of 476 with an additional 62 officers.

The Slava served as the flagship of the Soviet fleet in the Black Sea. It carried both surface-to-surface and surface-to-air missiles, deck guns, torpedoes and mortars. It also had a helicopter deck.

During the Cold War, it also carried nuclear weapons. In 1989, under Soviet leader Mikhail Gorbachev, US and Soviet scientists took part in a joint test abroad the Slava in the Black Sea to measure the emission of neutrons and gamma rays from a nuclear warhead on a cruise missile.

According to The Associated Press the Slava underwent repairs from 1990-1999. During that time, the Soviet Union collapsed, an independent Ukraine emerged and Russia’s economy foundered. Finally overhauled and rechristened the Moskva, the ship hosted both President Vladimir Putin and then-Italian Premier Silvio Berlusconi during a 2003 visit to Sardinia.

“Thank God, our cruisers can still go on their own, our planes and missiles can fly,” Putin said at the time.

Putin’s later comments at the La Maddalena naval base show how much has changed. He described the Moskva’s presence as a sign that “the level of trust between Russia and the NATO countries is rising.” NATO’s eastward expansion and Russian security were among the reasons Putin cited for sending troops to Ukraine.

During Russia’s war in its former republic of Georgia in 2008, the Moskva took part in operations in the Black Sea, and Georgia said it was involved in an attack on the country.

In 2014, as Russia annexed the Crimean Peninsula, the Moskva blocked Ukrainian naval vessels from leaving Lake Donuzlav.

In 2015-16, it was deployed to the Mediterranean Sea to provide support for the Russian military campaign backing Syrian President Bashar Assad in his country’s civil war. Its sailors were decorated for their service there and in the war on Georgia.

The Moskva underwent repairs and modernization from 2018 to July 2020, according to Janes.

New York subway shooting: At least 16 injured; Indian Consulate closely monitoring the situation

At least 16 people have been injured during a shooting incident at a subway station in the US' New York City borough of Brooklyn, on Tuesday, authorities said.

Ambulances lined the street outside the 36th Street subway station, where a New York police spokeswoman told AFP officers responded to a 911 call of a person shot at 8:27 am (1227 GMT).

The incident sparked a massive police response, with the suspect still at large several hours later. Authorities have urged witnesses to come forward in order to help identify the suspect.

According to multiple media reports, police were hunting for a man in a gas mask and orange construction vest, who NBC said may have tossed a smoke canister before the shooting.

Photos and videos from the scene showed people tending to bloodied passengers lying on the floor of the station and the air filled with smoke.

Fire and police officials were investigating reports that there had been an explosion, but the police department tweeted that there were “no active explosive devices at this time.”

Multiple smoke devices were found on the scene, mayoral spokesperson Fabien Levy, who confirmed the initial shooting injury count, said.

Witnesses describe horrific scenes

The incident began as the train was "inching" towards the 36th Street platform, one passenger, Yav Montano, told CNN. He said smoke began filling the car he was in.

"There's a lot of blood on the floor," he said. "In the moment, I did not think that it was a shooting because it sounded like fireworks."

Passengers crowded towards the front of the car, Montano said, but the door to the next car was locked.

"There were people in that other car that saw what was happening. And they tried to open the door, but they couldn't," he said.

“My subway door opened into calamity. It was smoke and blood and people screaming,” eyewitness Sam Carcamo told radio station 1010 WINS, saying he saw a giant billow of smoke pouring out of the N train once the door opened.

A bystander video shows people lying on the subway platform amid what appeared to be small puddles of blood, as a loudspeaker announcement told everyone on the smoke-hazy platform to get on a train. Inside a subway car, a person lay on the floor, encircled by others. Outside the station, a police officer yelled, “Let’s go! Get out of the way!”

Meanwhile, the White House said president Joe Biden had been briefed on the incident and was in communication with New York officials.

New York governor Kathy Hochul earlier tweeted first responders were on the scene and promised regular updates as the investigation unfolds.

Indian Consulate monitoring the situation

The Consulate General of India in New York tweeted that it was in touch with the local authorities in Brooklyn.

Trains servicing that station were delayed during the morning rush hour.

The incident happened on a subway line that runs through south Brooklyn in a neighborhood — predominantly home to Hispanic and Asian communities — about a 15-minute train ride to Manhattan. Local schools, including Sunset Park High School across the street, were locked down.

Mass shootings in US

Mass casualty shootings happen with relative frequency in the United States, where firearms are involved in approximately 40,000 deaths a year, including suicides, according to the Gun Violence Archive website.

Shootings in New York City have risen this year, and the uptick in violent gun crime has been a central focus for Mayor Eric Adams since he took office in January. Through 3 April, shooting incidents rose to 296 from 260 during the same period last year, according to police statistics.

The incident came just a day after Biden announced new gun control measures, increasing restrictions on so-called "ghost guns", the difficult-to-trace weapons that can be assembled at home.

Lax gun laws and a constitutionally guaranteed right to bear arms have repeatedly stymied attempts to clamp down on the number of weapons in circulation, despite greater controls being favored by the majority of Americans.

Three-quarters of all homicides in the United States are committed with guns, and the number of pistols, revolvers and other firearms sold continues to rise.

Russia won't pause hostilities amid talks with Ukraine, says Sergei Lavrov

Russian foreign minister Sergei Lavrov in an interview with Russia 24, RIA Novosti and TASS reportedly said on Monday, "I see no reason why we cannot continue the negotiations, although the Ukrainian side turns 180 degrees every time, rejecting what it itself proposed a few days ago, for example. But we are patient and persistent people ". He added that Russia does not intend to pause hostilities during the talks with Ukraine, according to the Kyiv Independent.

Lavrov said that President Vladimir Putin had ordered to suspend military action during the first round of talks between Russian and Ukrainian negotiators in late February but that Moscow's position had changed since.

"After we became convinced that the Ukrainians were not planning to reciprocate, a decision was made that during the next rounds of talks, there would be no pause (in military action) so long as a final agreement is not reached," Lavrov said, according to Reuters.

On the other hand, Ukraine's foreign minister Dmytro Kuleba on Monday told US broadcaster NBC he is still open to negotiating with Moscow. "If sitting down with the Russians will help me to prevent at least one massacre like in Bucha, or at least another attack like in Kramatorsk, I have to take that opportunity."

Meanwhile, the failure to win full control of Ukraine’s skies has hampered Moscow’s ability to provide air cover for troops on the ground, limiting their advances and likely exposing them to greater losses.

With their offensive in many parts of the country thwarted, Russian forces have relied increasingly on bombarding cities — a strategy that has left many urban areas flattened and killed thousands of people.

More than 4.5 million Ukrainian refugees have now fled their country, according to the United Nations refugee agency.

Rajnath Singh, US Secretary of Defence review defence cooperation, regional security situation during bilateral talks

Washington: Defence Minister Rajnath Singh, along with Defence Secretary Dr Ajay Kumar and a high-level delegation, on Monday held a meeting with Secretary of Defence of the United States Lloyd Austin, accompanied by Chairman of the Joint Chiefs of Staff and other senior officials in Pentagon.

The two defence ministers reviewed the entire gamut of bilateral defence cooperation and the regional security situation, read a statement from the Ministry of Defence.

They acknowledged the salience of India-US defence partnership for peace, stability and prosperity in the Indo-Pacific and broader Indian Ocean Region. They discussed ways to deepen Major Defence Partnership (MDP) and to work together to advance quality and scope in bilateral defence cooperation.

Also, the two ministers reviewed Military-to-Military engagements, information sharing, enhanced logistics cooperation, and ability of the armed forces to cooperate closely under compatible communication arrangements. In this context, closer cooperation of Special Operation Forces came up prominently.

They discussed ways for closer collaboration between defence industries.

Rajnath Singh underlined the need of co-development, co-production between India and US companies and invited US companies to India for manufacturing and maintenance of defence equipment.

Pakistan: Voting on no-confidence motion against Imran Khan underway in National Assembly

The voting on a no-confidence motion against Pakistan PM Imran Khan began in the National Assembly just a few minutes after midnight on Sunday.

The Assembly Speaker Asad Qaiser and Deputy Speaker Qasim Suri resigned just minutes before the session resumed, saying that they don't want to be part of a 'foreign conspiracy' to topple the government.

The current session is being chaired by Ayaz Sadiq, Geo News reported.

Earlier, the Chief Justice of Pakistan Umra Ata Bandial ordered the opening of the Supreme Court as the National Assembly Speaker refused to allow voting on the no-confidence motion against Prime Minister Imran Khan, ARY News reported.

The apex court said that it would take legal action if the voting is not held.

This came after Opposition leaders urged the SC to intervene as the Pakistan National Assembly session has been adjourned for the fourth time today after Speaker Asad Qaiser refused to conduct voting on the no-confidence motion against Prime Minister Imran Khan, local media reported.

According to Geo News, Qaiser said that he has had a relationship of 30 years with Imran Khan and he can't end that, even if it means facing contempt of court.'

On Thursday, the top court had set aside the National Assembly deputy speaker's ruling dismissing a no-confidence motion against Khan on 3 April. It also ordered that a no-trust vote take place against the PM on 9 April. Failure to do so will amount to 'contempt of court.'

'Violation of SC order,' says Opposition

The Opposition which is getting increasingly frustrated with the delays has accused the speaker of colluding with Khan in a bid to delay the no-confidence motion.

PPP chief Bilawal Bhutto Zardari said that Khan's decision to summon his cabinet shows that there is "clearly no intention to hold voting" on the confidence motion today.

PML-N leader Maryam Nawaz Sharif had urged the Supreme Court to take suo moto cognizance of the "brazen violation of the court order" by Khan and the Assembly speaker and deputy speaker.

Meanwhile, Khan summoned his cabinet to his residence after his government filed a review petition challenging the Supreme Court verdict that ordered today's no-trust vote.

Plea filed to bar Imran Khan from sacking Army chief

According to ARY News, the Islamabad High Court has also opened and is set to take up a petition to restrain Khan from replacing Army chief General Qamar Jawed Bajwa, Dawn reported.

The petition aims to bar Khan from using his 'arbitrary powers.' However, earlier Khan said that he was not seeking to remove Bajwa, ARY News reported.

What has happened so far

The Assembly met on 9 April to vote on the no-confidence motion against Khan, on the directives of the top court. The prime minister has no far not attended the session.

A joint Opposition that spans the political spectrum from left to radically religious said it has the 172 votes needed in Pakistan's 342-seat Parliament to oust Prime Minister Imran Khan.

However, the voting kept getting delayed on account of namaaz and iftar.

'Foreign threat letter'

Earlier in the day during the Assembly session, foreign minister Shah Mehmood Qureshi said that the US National Security Adviser Jake Sullivan had called his Pakistani counterpart and advised him against travelling to Russia.

“Where in the world does any sovereign state gets direction from other countries and which independent country accepts such directions?" Geo News quoted him as saying.

Earlier, Imran Khan had said that he received a "threat letter" which proved the involvement of a foreign hand behind the move to oust him from power.

Khan visited Moscow on 23 February just hours before Russia invaded neighbouring Ukraine.

No-trust vote against Khan on 3 April

On 3 April, the joint Opposition tabled a no-confidence motion against Imran Khan in the 342-member National Assembly, saying that his government was responsible for the "current economic crisis in the country." Several lawmakers of the ruling PTI switched camps ahead of the voting day, leaving Khan with little support to survive the motion.

However, on D-Day, the deputy speaker of Assembly Qasim Khan Suri dismissed the motion against Khan who came to power in 2018.

Opposition leaders then moved the apex court which later gave a verdict in their favour.

A five-judge bench on Thursday unanimously voted against the dissolution of the National Assembly by President Arif Alvi at the behest of Khan who called for early polls.

It noted that by asking the president to do so PM Imran Khan violated Article 58 of the Constitution.

Under Article 58, the National Assembly cannot be dissolved if there is a no-trust vote against the government, NDTV reported.

Politics in Pakistan is heavily dominated by the army and has remained mostly unstable. No Pakistani PM has been able to complete a full five-year term in office.

21-year-old student from Ghaziabad shot dead outside subway station in Canada

New Delhi: A 21-year-old student Ghaziabad in Uttar Pradesh was shot dead at the Sherbourne subway in Canada's Toronto on Thursday.

Kartik Vasudev, who was shot multiple times, was transported by paramedics to hospital where he later died, according to Toronto Sun.

"We are shocked & distressed at the unfortunate killing of Indian student Kartik Vasudev in a shooting incident in Toronto yesterday. We are in touch with the family and will provide all possible assistance in early repatriation of mortal remains," the Indian Consulate tweeted.

According to local media, the Toronto police responded to a report of a shooting outside the station on Glen Road at around 5 pm. After reaching the spot, officers found a man with a gunshot wound.

"We last spoke to Kartik on Thursday and he told us he was heading to work. He was a student but worked part time at a Mexican restaurant. For several hours, his phone was switched off. His cousin, who he stayed with, grew worried and informed police. News flashed that a shooting had taken place and it was then she realised Kartik is no more," The Indian Express quoted Kartik's father Jitesh Vasudeva as saying.

Kartik was pursuing global management from Seneca University and was in his first year. He shifted to Canada in January and was staying in an apartment along with his cousin.

Slovakia gives S-300 air defence system to Ukraine; US to deploy Patriot missile system in Bratislava in return

Slovak prime minister Eduard Heger on Friday said the EU member had given Ukraine an S-300 air defence system, adding that it did not mean Slovakia had joined the conflict with Russia.

"I can confirm that the Slovak Republic has donated the S-300 air defence system to Ukraine, following Ukraine's request for assistance," Heger posted on Twitter. "The donation of the system does not mean that the Slovak Republic has become a part of the armed conflict in Ukraine."

He added that Slovakia was providing the defence system "to Ukraine and its innocent citizens, believing that this system will help save the lives of as many innocent Ukrainians as possible."

Only a few hours later US Defense Secretary Lloyd Austin announced, "The US will deploy a Patriot missile system to Slovakia, a NATO member state in Central Europe that borders the western tip of Ukraine."

US European Command will reposition the system, which can shoot down incoming missiles and will be manned by US troops, Austin said in a statement. Both the system and its crew are expected to arrive in the coming days, and the length of the deployment has not yet been determined.

The two moves come after Bratislava had said last month that it would provide the Russian-made anti-aircraft missile system to Ukraine only on the condition that it receive a substitute to avoid a NATO security gap.

Echoing Austin, Slovak defence minister Jaroslav Nad on Friday said the "obsolete" air defence system would be substituted by Patriot batteries in "a clear strengthening of Slovakia's defence".

"The fourth Patriot system battery will arrive in Slovakia next week. Two were provided by the Germans and one by the Dutch, the fourth by our American allies," he said on Facebook.

"We have delivered the obsolete S-300 system safely to Ukraine."

Reaction

US President Joe Biden has thanked Slovakia for giving Ukraine a Russian-made S-300 anti-aircraft air defense system, adding the United States would reposition a Patriot missile system to replace it.

"I want to thank the Slovakian government for providing an S-300 air defense system to Ukraine, something President Zelensky has personally raised with me in our conversations," Biden said in a statement.

"The United States has placed the highest priority on delivering critical military capabilities to Ukraine so it can defend itself against Russian aggression."

Last month the US had sent two Patriot surface-to-air missile batteries to Poland to defend against any "potential threat" to US or NATO forces in the alliance's territory, as the war in Ukraine continued.

Explaining India’s position on Ukraine war, West’s coercive pressure, China-Russia tangle and pitfalls in New Delhi’s pursuit of neutrality

At a recent closed-door meeting in New Delhi that Firstpost was privy to, a visiting high-ranking European Union official expressed Europe’s open displeasure at India’s stance on Ukraine war. The message was unequivocal. Europe is not happy with the position of neutrality that New Delhi has adopted, given Russia’s clear attack on UN charter and rules-based order, and while the European nations are cognizant of India’s compulsions, the seriousness of the situation calls for New Delhi to jettison its neutrality, unequivocally condemn Russia and reflect that shift in the voting pattern at the UN. “You can’t be neutral on these sort of things,” said the official.

Why is India the centre of global diplomatic attention?

The EU official is part of a steady stream of over a dozen foreign diplomats who have descended on India in the past two weeks. With the Ukraine war dividing the world into two geopolitical blocs, the bulk were from the West (the United States alone had sent two). With a few exceptions, such as the Mexican foreign minister, the European and American dignitaries were either busy wooing India to draw it away from ‘neutrality’, or employing coercive tactics in varying degrees to ensure that New Delhi joins the Western endeavour to completely isolate Russia, punish Vladimir Putin and avoids backfilling the economic sanctions.

For instance, while German NSA Jens Plötner or UK foreign secretary Liz Truss were open about their wish to see India join their camp, they took a more considerate view of India’s neutrality, whereas visiting US deputy NSA Daleep Singh issued veiled threats and warned New Delhi of “consequences”.

At the other end of the spectrum, India also played host to the Chinese foreign minister and the foreign minister from Russia who was the only one to get an audience with Prime Minister Narendra Modi. They see in India’s neutrality a chance to form a rival geopolitical bloc that can resist western pressure and erode American unipolarity.

By refusing to play bloc politics and sticking to prioritizing own interests amid a massive churn in global order, India, as a big, strategically important swing state has invited a lot of global attention.

What does the West want from India?

The war in the European theatre has made it clear that though India’s political system is similar to the West, strategic interests and geopolitical compulsions vastly differ. Led by the United States, the West has so far attempted to bridge those differences and draw India close by employing a carrot-and-stick strategy.

By now it is clear that Russia’s military strategy of sealing a quick victory in Ukraine has failed, and the war is likely to become a protracted struggle. The West has accordingly shifted its strategy. At the beginning of the Russian invasion, with fears looming large of Ukraine getting steamrolled by a far superior military force, America and its NATO allies planned to deny Putin an easy victory. They supplied Ukraine with a lot of lethal weapons and financial assistance. As it became clear that Russia is struggling to achieve its military objectives the West now wants to pin Russia down in an extended Ukrainian quagmire and simultaneously raise the costs of this war for Putin by imposing massive economic sanctions. Alongside, it wants also to diplomatically isolate Putin and eventually remove him from power. Biden recently said the quiet part out loud though the administration later tried to clean up the president’s gaffe.

In this context, given that India has so far abstained from all voting at the United Nations where the West has been trying to lead a united, multilateral effort to criticise Russia, and given India’s repeated refusal to publicly naming and shaming Putin, the US and its European allies reckon that failing to swing India to their side would create a diplomatic loophole for Russia to exploit. Hence the incessant pressure on New Delhi to take a principled stand against Russia even though that could be detrimental to India’s strategic interests.

The West also wants to discourage India from buying Russian oil. This job is a little trickier. Given the nature of Europe’s dependence, Russian energy has been kept beyond the purview of sanctions. With Europe paying Moscow 1 billions euros a day for oil and gas and practically sponsoring Putin’s invasion of Ukraine, it would be embarrassing to ask India to refrain from buying Russian oil. So, the West’s message to India is: buy Russian oil if you must, but better not buy in bulk or cross the threshold of your past purchases. The Americans sent their deputy NSA to India to hammer home this message, and in case India still failed to pay attention, the White House has taken it on itself to periodically remind its strategic partner of the dangers of violating American sanctions.

The West is aware of the nature of India’s dependence on Russian arms, the compulsions in maintaining that stock and the restrictions that such a dependence poses on India’s strategic choices. The US, for instance, has hinted that it is ready to provide India with alternatives to encourage New Delhi’s diversification of military supplies and lessen its reliance on Russian weapons systems. US under-secretary of state Victoria Nuland during her recent visit conveyed to New Delhi that Washington is willing to put its past reluctance in sharing advanced equipment aside and ready to do business with India’s defence industry. She also pointed out that the losses suffered in the war may make Russia an unreliable supplier of weapons and sanctions will make the transactions harder.

The other American worry is that India will bypass the dollar-based financial system — the biggest economic weapon in US armoury — and carry on trading with Russia through a rupee-rouble mechanism. Since India has historically been, and still is, the largest buyer of Russian arms and may jack up procurement of discounted Russian oil to address inflationary pressures on its economy, the US wants India to know that these moves may result in New Delhi falling foul of sanctions.

US deputy NSA Singh, whose visit turned out to be quite controversial, told reporters in India that “there are consequences to countries that actively attempt to circumvent or backfill these sanctions” and “we are very keen for all countries, especially our allies and partners, not to create mechanisms that prop up the rouble and that attempt to undermine the dollar-based financial system.”

The seriousness with which the US wants India to heed this message is evident from the fact that not just Singh, US defence secretary Lloyd Austin, commerce secretary Gina Raimondo, Biden’s top economic adviser Brian Deese and the White House press secretary have at various times repeated the same warning.

What does China want from India?

Chinese foreign minister Wang Yi’s trip to New Delhi was by far the most interesting of all diplomatic sojourns. For the first visit to India by any Chinese leader since the Glawan clash in 2020, it was noticeably low-key. His visit remained unannounced, the diplomatic slight by India was evident and he flew away the day after without getting to meet the prime minister. Still, despite being cold shouldered, Wang said later that “he ‘keenly felt’ during his visit that New Delhi and Beijing were not a threat to each other” and “two countries should help succeed one another instead of undercutting each other.” Worth noting that Chinese media of late has been quite conciliatory towards India and has curiously been underlying the “strength of bilateral ties” even as lakhs of soldiers, armed to the teeth, remain deployed from both sides at the Himalayan borders.

Given the fact that Chinese media is controlled by the state, Wang’s visit and the media choreography suggest China wants to tone down the temperature in bilateral ties, forge an anti-western front against American unipolarity and boost regional unity — possibly encouraged by India’s voting pattern at the UN.

China also wants Modi to attend the upcoming BRICS summit in Beijing, and it would have also featured high on Wang’s agenda. Getting Modi to attend the summit would be a ‘geopolitical win’ for Xi Jinping.

The Chinese foreign minister carried yet another message. Beijing also wants India to freeze the current status quo at the border and normalise bilateral ties, that would require India to withdraw its demand of restoring the April-May 2020 status quo, forget the violation of all past agreements, ignore the ongoing border stand-off and quietly accept the fait accompli. Evidently, Wang’s visit was unsuccessful on both fronts.

External Affairs Minister S Jaishankar told him that normalization of bilateral ties isn’t possible unless there’s peace and tranquility at the border, and sought to differentiate India’s stance on Ukraine from that of China’s.

What does Russia want from India?

For Russian foreign minister Sergey Lavrov, the visit was an important one on several counts. Geopolitically, Russia wanted to show that it is not friendless despite American and European pressure to diplomatically isolate Moscow. This was evident from the way Russian foreign ministry enthusiastically distributed Lavrov’s pictures of meeting with Modi a gesture that the Indian side didn’t seem to reciprocate.

Lavrov praised “friend” India for not taking a “one-sided view” of the Ukraine conflict, sent Putin’s regards to Modi, welcomed Indian mediation on the conflict and stated that if India wishes to buy anything in national currencies bypassing the dollar-based system, then Russia is ready.

Evidently, Russia is desperate to sell India more oil since its European customers are sending signals of non-cooperation. It is also very keen to continue the defence cooperation. Lavrov has claimed that both countries are discussing “additional” production of Russian military equipment in India.

Trading with India also helps Russia undermine the dollar-based financial system and bypass the sharp edge of the western sanctions. It prevents Russia’s diplomatic and economic isolation and helps Moscow achieve its goal of securing a multipolar world order where American hegemony can be challenged.

What does India want?

What we have seen from India so far is the fullest expression of strategic autonomy — a posture that relies on diplomatic activism, geopolitical pragmatism, prioritizing national interests over bloc politics and maintaining good relationships with all sides so that these relationships can be leveraged to eke out the best possible outcome for India, even amid moments of global turmoil.

As C Raja Mohan points out in Foreign Policy, “from Russia, India is getting discounted oil, fertilizer, and other commodities as Moscow desperately seeks new buyers. From China, India is looking to extract an easing of the Sino-Indian military confrontation in the Himalayas. With the United States and other Western partners, India is looking to modernize its defense industrial base and reduce its dependence on Russian military supplies.”

Strategic autonomy is also an attempt to maximise policy space. India sees bloc politics as a constraint on its actions and choices. As Jaishankar stated recently at an address, “foreign relationships should be actively explored and leveraged for domestic development and progress.

This helps India — which ranks several rungs below developed nations in a range of metrics and power politics — in pursuing developmental goals, gradually build its national composite power and nurture its great power ambitions. India is a middle power. However, given the size of its population, if it manages to ensure enough prosperity for its citizens, transferring that wealth into military power and becoming a dramatically stronger geopolitical actor is not outside the realm of possibility.

India’s single-minded pursuit amid this war in the European theatre, which may trigger second-order repercussions in Asia, has been securing its own interests. This hasn’t been easy. First, the strategic autonomy that India holds dear has been severely affected by its reliance on Russian military hardware and servicing of legacy equipment — a dependence that industry estimates put at 60-70 per cent.

As Pranab Dhal Samanta points out in Economic Times, “Russian negotiators have often played hard with delivery of spare parts, demanding finances on grounds that they have to specifically make these parts for India. This means creating a dedicated production line.”

India’s core interest lies in balancing China and nurturing strategic partnerships with both the West and Russia. The relationship with Russia is vital for India for a variety of reasons. Apart from the reliance on Russian arms and legacy systems which forms the bulk of India’s military hardware across all three domains, India can ill afford to alienate Russia and turn a hostile continental region even more friendless.

Notwithstanding a tighter Russia-China axis that would be an inevitable result of the Ukraine war, India doesn’t want to send Moscow a message that it has abandoned its strategic partner under pressure from the West. There have been arguments that a Russia indebted to China may go against India at a time when New Delhi may seek its help, but such an outcome is unlikely.

As Rohan Mukherjee observes in Hindustan Times, “Russia is already concerned about its power asymmetry with China, as well as China’s increasing inroads, literal and metaphorical, in Central Asia. If Russia reacted negatively to the NATO knocking on its European door, it will hardly sit idly by while China begins to do the same in Asia. Therefore, as Russia’s largest arms buyer accounting for one-third of its export market, India will possess significant influence as a counterweight in Moscow’s China policy.”

However, while India needs Russia to stay as its partner, it needs the West even more for its developmental goals and as a balancing counterweight to China’s threat in the Indo-Pacific. In fact, with China as its core interest, India’s need for aligning with the West is equally, if not more important than nurturing ties with Russia. For India, therefore, choosing one partner over another is not feasible as it needs both to secure its developmental, strategic and security needs.

The war in Ukraine, however, has imposed on India exactly the choice that it seeks to desperately avoid. Given this predicament, India has tried its best to express displeasure at Russia’s invasion of Ukraine and violation of a nation’s territorial integrity while simultaneously trying to avoid naming and shaming of Putin to reserve its strategic space. India’s stance has been pragmatism, away from moral absolutism.
