Quad leaders send subtle warning to Pakistan over Afghanistan and terrorism
Prime Minister Narendra Modi’s visit to Washington to strengthen India’s relations with the United States has taken place when President Biden’s domestic approval rating is low. According to Gallup, it has dipped to 43 percent in the eighth month of Biden’s presidency, second only to President Trump in recent history, and largely attributed to a surge in US COVID-19 cases and the disorderly US troop withdrawal from Afghanistan.
Biden retrospectively redefined the US objective in Afghanistan. The day after the Taliban occupied Kabul, he said that the two clear goals of the United States in Afghanistan had been “to get those that attacked us” and “make sure al-Qaeda could not use Afghanistan as a tool to attack us again.” He made some perfunctory remarks on the centrality of human rights in the US foreign policy and committed to speaking for the basic rights of the Afghan people.
Contrastingly, President Bush had declared on the day of the 11 September attacks that the United States would “make no distinction between the terrorists who committed these acts and those who harbour them”. On 7 October, 2001, the day Operation Enduring Freedom was launched, he had said its operations were designed to disrupt the use of Afghanistan as a terrorist base of operations.
He later elaborated that the war was “against those who seek to export terror, and a war against those governments that support or shelter them.” The Taliban’s Islamic Emirate collapsed within weeks. Khalid Sheikh Mohammed, the executor of the 9/11 attacks, was captured in a joint operation of the Central Intelligence Agency and Inter-Services Intelligence in Rawalpindi, Pakistan, in early 2003. US special forces killed Osama bin Laden in Abbottabad, Pakistan, in May 2011. Soon thereafter, President Obama conveyed to the Afghan leadership that the Taliban was Afghanistan’s responsibility.
No country will put itself at risk for another’s security. Yet, how nearly 20,000 US troops and contractors were stealthily pulled out the night of 1 July shocked the Afghans. Before leaving, the contractors incapacitated the electronic air defence mechanism of the critical planes and helicopters left behind ostensibly for the use of the Afghan security forces. The contractors also took away aircraft repair tools and maintenance manuals. The Afghan government capitulated to the Taliban soon thereafter.
Biden’s realpolitik-driven decision to withdraw in a disorderly manner from Afghanistan has tarnished the reputation of the United States and raised questions about its trustworthiness. In justifying the precipitate pull-out of US troops, Biden said the United States would remain focussed on direct threats to the US mainland.
For the rest, over-the-horizon capabilities would suffice. Biden has been reminding Americans that even as Vice President, he was opposed to the US troop surge in Afghanistan ordered by President Obama. He had famously said that he would not send his son to Afghanistan to “risk his life” for “women’s rights”. This attitude shows the United States as a fair-weather friend.
US, India and Pakistan
Terrorism and AfPak-related issues also formed part of the Modi-Biden conversation, which focused mainly on COVID-19, climate change, the Quad, and building a transformative India-US partnership. In the India-US Joint Leaders’ Statement issued after the talks, they reaffirmed that the two countries stood together in a shared fight against global terrorism, will take concerted action against all terrorist groups, including groups proscribed by the UNSCR 1267 Sanctions Committee, and condemned cross-border terrorism. They denounced the use of terrorist proxies. In a strong message to the Taliban regime and Pakistan, they emphasized the importance of denying any logistical, financial or military support to terrorist groups that could be used to launch or plan terror attacks.
Their joint message to the Taliban was that it must abide by the United Nations Security Council Resolution (UNSCR) 2593 (2021), which demands that Afghan territory must never be used to threaten or attack any country or to shelter or train terrorists, ensure the safe, secure, and orderly departure from Afghanistan of Afghans and all foreign nationals and to respect the human rights of all Afghans, including women, children, and members of minority groups. They determined to continue to work toward an inclusive and peaceful future for all Afghans.
While the United States is sensitive to India’s concerns, its priorities in Afghanistan are distinct from India’s. It is eastward of India that convergence between their interests is closer. India’s involvement with Afghanistan was to enable the Afghan people to stand on their feet and make their own decisions. In the long term, India was hoping that the Afghan people would build a peaceful and stable nation by becoming a trade, transportation, energy, and minerals hub, connecting South and Central Asia. Both these objectives seem remote under present circumstances.
The United States has different imperatives in AfPak, as Biden has repeatedly outlined in recent statements. Though Pakistan’s double-dealing is well understood by everyone, there has been no retribution against it. India might well have to prepare to tolerate continued transactional US-Pakistan collaboration should the United States wish to retain a real military capacity in Afghanistan. Pakistan will continue to have salience for the United States, but less than it had before the US pull-out.
How Quad will engage in AfPak
A significant part of the Modi visit was the first-ever, in-person meeting of the Quadrilateral Security Dialogue (Quad) leaders from Australia, India, Japan and the United States. From informal consultations among officials, the Quad has evolved into a formal forum of multi-level, plurilateral dialogue amongst its four members. They stress the non-strategic aspect of the group’s composition to dispel that it represents a coalition against China, whose spokesperson describes it as an “exclusive closed clique”. The Quad’s March statement following an online meeting of their leaders spoke of the four countries striving for “a region that is free, open, inclusive, healthy, anchored by democratic values, and unconstrained by coercion,” without naming China. The Quad nations conduct the Malabar naval exercises, the last of which was held in November 2020.
Modi spoke of the Quad as a “force for global good” at the White House meeting on 24 September. All participating countries sought to broad-base the Quad, by adopting a positive agenda comprising norms, standards, economic partnership, and pandemic cooperation. In their Joint Statement on Friday, the Quad leaders championed adherence to international law, particularly as reflected in the United Nations Convention on the Law of the Sea, “to meet challenges to the maritime rules-based order, including in the East and South China Seas.”
Two members of the Quad were mainly engaged militarily in Afghanistan (Australia and the United States) and two (India and Japan) were involved in development efforts. With the United States disengaged from Afghanistan, how the Quad countries will engage in the AfPak region will unfold as the situation evolves. They have begun well. In Washington, they practically reiterated all that was said in the India-US Joint Statement on countering terrorism, warning Pakistan without taking its name, and their attitude towards Afghanistan. They committed to “closely coordinate” and “deepen” their counter-terrorism and humanitarian cooperation in the months ahead by following UNSCR 2593.

Addressing the Global Citizen Live programme on Saturday, Prime Minister Narendra Modi touched upon various aspects of progress, development and restoration of the ravages left behind by the COVID-19 pandemic.

Modi pointed out that for two years now, humanity is battling a once-in-a-lifetime global pandemic.

Homes for all
Prime Minister Modi further highlighted that one of the most pressing problems plaguing India was poverty and without alleviating it no worthwhile progress could be made.
"About 30 million houses have been built for the homeless across cities and villages in India. A roof over the head gives people dignity. Another mass movement taking place in India is to provide drinking water connection to every household," he said, adding that, the government is spending over a trillion dollars for next-generation infrastructure.
"For several months last year and now, free food grains have been provided to 800 million Indian citizens. This and several other efforts will give strength to the fight against poverty. We saw glimpses of this collective spirit when our COVID-19 warriors, doctors, nurses, medical staff gave their best to defeat the pandemic," he said.

From ties, technology to trade: Narendra Modi, Joe Biden give new dimension to Indo-US partnership
The crucial bilateral meeting between US president Joe Biden and Prime Minister Narendra Modi commenced on a warm note as both acknowledged the deep ties that the countries share.
The two leaders discussed a wide range of priority issues, including combating COVID-19, climate change and economic cooperation.
Both Biden and Prime Minister Modi have spoken over the phone multiple times and have attended a few virtual summits, including that of the Quad in March hosted by the US president. The last telephone conversation between them took place on 26 April.
On Indo-US ties
Prime Minister Modi, who is visiting the US for the seventh time after assuming office in 2014, described Friday's bilateral summit with Biden as important as they're meeting at the start of the third decade of this century.

"Your leadership will certainly play an important role in how this decade is shaped. The seeds have been sown for an even stronger friendship between India and the US, Prime Minister Modi told Biden. Biden said the relationship between India and the US, largest democracies in the world, is "destined to be stronger, closer and tighter. "We are watching a new chapter in India-US ties, he added. Modi said this decade will be shaped by talent and people-to-people linkages. I am glad the Indian diaspora is making an active contribution towards the US' progress." During the meet Biden also said that US would celebrate Gandhi Jayanti, to which Prime Minister Modi said that Mahatma's 'trusteeship' concept would be important for the planet in times to come.
"This sentiment of trusteeship is going to assume more and more importance globally, but also between the relations between India and the United States, and it is these ideals that Padma Gandhi espoused when he talked about transition of the planet, and where the responsibility of global citizens is only going to go up," Modi added.
Trade and technology
Modi also noted that trade would be an important factor in Indo-US ties in the coming decade, that much had to be done in the area.

Earlier this month, the US embassy had tweeted that US-India trade in goods showed an increase of 40 percent in June 2021.
The US remained India's top trading partner for the second consecutive fiscal in 2019-20, which shows increasing economic ties between the two countries. According to the data of the commerce ministry, in 2019-20, the bilateral trade between the US and India stood at $ 88.75 billion as against $87.96 billion in 2018-19.
Modi speaking to Biden said: "We find that the trade between our two countries are actually complimentary. There are things that you have and there are things that we have, and then we in fact complement each other. I find that the area of trade during this decade, that is also going to be tremendously important."
Modi also brought out the importance that technology would play in boosting ties. "The most important driving force in the world today, would be that of technology and the technology that is going to be for the service and for the use of humanity. I find that opportunities for this are going to be tremendous," Modi added.
COVID-19 and climate change
Modi also raised the topic of the coronavirus and praised Biden for his handling of the pandemic.
"After assuming change you have taken very unique initiatives on climate change, COVID-19 pandemic and Quad," Modi told Biden.
In July, the US announced an aid of $25 million from the Biden administration, through USAID, to support India’s Covid-19 vaccination programme.
US secretary of state Antony Blinken while making the announcement had said that the funding will contribute to saving lives by strengthening vaccine supply chain logistics, addressing misinformation, vaccine hesitancy, and helping to train more health care workers.
"There are few relationships more vital than the one between India and the US. The COVID-19 disease has hit both countries very hard and the US will not forget the aid and assistance India provided early in the pandemic," Blinken had said.
When it comes to climate change, in April, the two leaders launched the India-US Clean Energy Agenda 2030 Partnership. The US pledged to cut emissions by 50 to 52 percent of its 2005 levels by 2030. This is double the 2015 goal set by former President Barack Obama.
Funny business!
US President Joe Biden also spoke about his possible India connection during his meeting with Prime Minister Narendra Modi, recalling a story about a man with the Biden surname writing to him when he was first elected as a senator in 1972.
Recalling the incident when he was in Mumbai as the US vice president in 2013, Biden said that he was asked about if he has any relatives in India.
"I said I'm not sure but when I was elected as a 29-year-old kid in 1972, before I was sworn in, I got a letter from a person named Biden, last name, from Mumbai. I was never able to follow up," he said.
He said that the next morning, the press told him that there were five Bidens living in India.
Elaborating more on this, Biden jokingly said, "There was a Captain George Biden in the East India tea company.
That is hard for an Irish person to admit. I shouldn't be so casual. I hope you are able to understand the humour. The end result was that he apparently stayed and married an Indian woman."
"I have never been able to track it down so the whole purpose of this meeting is to help me figure it out," Biden said, triggering laughter among those present in the meeting room, including Prime Minister Modi.

After sharing a few laughs, Modi retorted to Biden that he had brought along a set of documents. "Maybe we'll be able to take this matter market forward, and maybe those documents could be of use to you," the prime minister said.

Scott loves 'Scomosas': Australian PM nicknamed Indian fried snack after himself, wanted to share it with PM Modi
In a tweet on May 31, 2020, Australian PM has said that he would have liked to share his vegetarian dish- ScoMosas with Mango chutney with the Indian Prime Minister. He nicknamed the samosas as “ScoMosas”, prefixing his name in the dish, and added that he made the mango chutney “from scratch”.

The United States has ruled out adding India or Japan to the recently created security partnership with Australia and the United Kingdom in the Indo-Pacific popular as AUKUS.
On September 15, US President Joe Biden, Australian Prime Minister Scott Morrison and British Prime Minister Boris Johnson announced the trilateral security alliance AUKUS under which Australia would get a fleet of nuclear-powered submarines.
“The announcement of AUKUS last week was not meant to be an indication, and I think this is the message the President also sent to (French President Emmanuel) Macron, that there is no one else who will be involved in security in the Indo-Pacific,” White House Press Secretary Jen Psaki told reporters at her daily news conference on Wednesday.
This comes as Prime Minister Narendra Modi lands in Washington DC ahead of the Quad Summit and UNGA.

Harris, 56, is the first-ever Indian American to be elected as the vice president of the United States.
Harris is scheduled to meet Modi on Thursday, making history as the highest-ranking Indian-American to welcome the leader of a country that is becoming one of America’s most important allies, The Los Angeles Times newspaper said.

PM's plane flies over Pakistan airspace en route to US
Prime Minister Narendra Modi's plane en route to the United States flew over the Pakistan airspace on Wednesday after the neighbouring country gave permission for the aircraft, sources told PTI.
There was no official confirmation from the government on whether the prime minister's aircraft flew over the Pakistan airspace, but sources confirmed that the route included Pakistan airspace.
According to flight-tracking website Flightradar24, the plane -- Boeing 777-337 (ER) — took off from the national capital at a little past 11.40 am and the route shows it flying over Pakistan and Iran, among other countries.
The sources said the permission came late from Pakistan authorities for the prime minister's plane to fly over its airspace. In case, permission was not given, there was an alternative plan for the prime minister and his entourage to make a stop at Frankfurt and then proceed to the US, they added.
In October 2019, Pakistan had denied India's request to use its airspace for Modi''s flight to Saudi Arabia. The same year in September also, Pakistan had denied overflight clearance for the prime minister's aircraft.

PM calls for mutual recognition of vaccine certificates amid UK row
On Wedesday, Prime Minister Narendra Modi called for mutual recognition of vaccine certificates to ease international travel amid several countries adopting different sets of rules to allow foreigners to enter their territory in the wake of the COVID-19 pandemic.
Modi made the remarks at the virtual Global COVID-19 summit for world leaders hosted by US president Joe Biden.
His address comes on a day when the UK government issued an updated international travel advisory to include AstraZeneca Covishield among the eligible COVID-19 vaccine formulations but kept India out of the 18 countries on an approved vaccinations list, requiring Indians to follow rules set out for "non-vaccinated" travellers.
"We also need to focus on addressing the pandemic’s economic effects. To that end, international travel should be made easier, through mutual recognition of vaccine certificates," Modi said.
The summit is being convened on the sidelines of the United Nations General Assembly.

According to sources, Prime Minister Modi will start his day by meeting with select heads of corporates in the United States. The CEOs will include the heads of Qualcomm, Adobe, Blackstone, General Atomics and First Solar. The prime minister reached Washington on Wednesday local time.
"Prime Minister will start the day with meetings with select heads of corporates in the United States I think these are CEOs that represent fairly large corporate interests, companies that have particular expertise and invested in India and has the potential to invest significantly in India," the source added.
"They represent diverse areas from technology, the IT sector to finance to defence to renewable energy. I think it is a very good mix of CEOs, that would be meeting Prime Minister Modi on a one-to-one basis, investments in the United States have been very important and very significant in India's recent development activities in line with our major economic initiatives, the flagship program. In particular what we call Make in India," the source further added.
On Thursday afternoon, Prime Minister Modi is scheduled to meet Australian Prime Minister Scott Morrison. The official said that Prime Minister Modi is looking forward to meeting Prime Minister Morrison on a range of issues.
"In the afternoon, Prime Minister Narendra Modi will meet Australian counterpart Scott Morrison. They have met on a number of occasions on the sidelines of various international conferences, Prime Minister Morrison recently called Prime Minister Modi to brief him about the plan to go ahead with the AUKUS Alliance," he said.
